Defra provides additional information for English sheep keepers on CPH changes

Defra is now part-way through the roll out of the CPH changes planned for England - click here for information - and has provided this additional guidance information for NSA to share with its members. The guidance explains the key differences between CTS links and Temporary Land Associations (TLAs) and is accompanied by additional documents to download for extra help completing a TLA application form.

The Defra guidance says:-

  • You cannot apply to associate a field or building to your CPH number using a temporary land association (TLA) if animals you keep will mix with other animals in that field or building at any time while you have the TLA. Under the old rules you could have a CTS link if your animals were mixing with animals kept by someone else but you can’t have a TLA in those situations.
  • If you moved bovine animals between CPH numbers with a CTS link, you didn’t have to report the move to BCMS. But you did have to record the move in your holding register, follow the rules for standstill and follow the rules for pre-movement and post-movement TB testing.
  • If you associate a field or building to your CPH number using a TLA, that field or building is covered by the CPH number for the period you have the TLA. This means that if you move animals between that land and any other field or building covered by the same CPH number:
    • you don’t need to record or report the move
    • that move won’t trigger standstill
    • you don’t need to carry out pre-movement or post-movement testing
  • You can’t apply for a TLA over the phone. You must fill in the application form to register your temporary use of land.
